Call for my mom about some document number I don't know

Someone called my phone looking for my mom. We don't even live together or in the same city. They left this long message saying they were following up on a complaint and had a document number 233-04531.

Said documents were being sent out and I'd need to be available to sign for them. Then they said if they couldn't reach me at home they'd try my job to stop further action. They told me to call 951-436-0121. Said the call was recorded as proof.

It just felt weird. I don't know what any of this is about. My mom doesn't live here. I didn't call the number back.
