Email saying my company is violating a health and safety act

I got this email and it said it was from BBB. It said they got a complaint about my company violating some Health and Safety Act. It told me to download a text file from a link to see what it was about.

I didn't click the link. Something felt off about it. The email address was [email protected] which doesn't look right for the real BBB. I didn't lose any money but I wanted to report it.
