Trying to adopt puppies, they wanted $250 each and half down to hold them

I was trying to adopt two boxer puppies. They wanted a $250 re-homing fee for each one. Then they said I had to put half down just to hold the puppies. It felt off to me, so I didn’t go through with it. The whole thing just didn’t make sense.
