Charged extra through PayPal for tile that never arrived

I found some discontinued tile on their site, buildmarketonline.com, from a web search. I put two boxes in my cart and tried to check out with PayPal, but the site just failed to link to it. So I left.

Then I got a few emails saying my cart was still there and if I finished the order I'd get 20% off. It wasn't a huge amount, so I tried again. This time the PayPal link worked, but the payee looked like a personal account. I guess it was, because right after I authorized the payment for the discounted price, it got adjusted back to the original full price. I didn't even know PayPal allowed that. The money went to someone named Martha Michelle, which felt very sketchy. I lost $38.12.

I never got any tile, of course. I tried the Contact Us email and got nothing back. Now it looks like the whole website is shut down.

Website took my card info and then there was fraud on both cards

I was looking for a specific tile online and I went to buildmarketonline.com. I decided to buy something they had listed. I put in my information and my credit card number and it said the card couldn't be used. I don't remember the exact words but it was something like that. So I entered it again thinking I made a mistake with a number, and it said it again. I thought maybe it was a problem with that card, so I tried a different one. It said the same thing, that the card could not be used. That's when I started to think something wasn't right. I watched my accounts and a day or two later, there was fraudulent activity on both of the cards I tried to use on that site.
