Ordered sweatshirts, never got them, vendor kept promising refunds

I ordered some sweatshirts and never got them. It was an online purchase. I contacted the vendor on Feb 12, about three weeks after I bought them, and told them I didn't get anything. After some back and forth I agreed to let them resend the package and give me a 20% refund. They only gave me a 5% refund, like $2.40, and shipped a new order. The original purchase was around $48.

On March 19th I contacted them again because the tracking number said the package was delivered on March 15 but I have no idea where. No address was on the tracking and no pictures of the delivery either.

On March 22nd they offered a 70% refund saying they lost the product. I said no and asked for a full refund, which should be $45.52 since I already got the $2.40. They agreed to give me 100% on March 23rd. I never got that refund. By then it was too late to dispute the charge with my bank so I just lost the money.
