Ordered items that never arrived, company won't give a refund

I ordered from consensuts.com and paid $32.97. They gave me a tracking number and everything showed as delivered, but I never got my items.

I called USPS to check. They told me the package was tagged as fraudulent and sent to their Mail recovery center. The tracking said my address couldn't be found, but the postal worker said the shipping labels themselves were fraudulent. That's why it got sent back.

I've been emailing back and forth with their support, but they still won't refund my money. I just want my money back for items I never received.
