Got a strange voicemail about my DOT number being out of compliance

I got a voicemail from someone named Brittany McMillan, saying she's with the Dakota Group. The number was 212-540-5266. She left a message saying my DOT number is completely out of compliance and shouldn't be used, and that she could help get it back in compliance.

I never contacted this Dakota Group. I don't know who they are or how they got my information. The whole thing felt off. I didn't call them back because it just didn't make sense to me. I'm worried they're trying to get personal details or money by scaring people with this compliance stuff.
