Man named David Cook wanted me to empty my bank account for a loan

A guy named David Cook called me from this number (916) 251-9523. He said he could give me a loan for $3000.00. But then he told me I had to go to my bank and take out every single dollar from my checking account.

He wanted me to deposit it into some account and then he would tell me what to do next. Said my money would be given back to me real soon. He explained it like because my credit score is low they need insurance that I'm worthy of getting the loan. So I give them my money and then they give me the loan and I get my original money back too. It just didn't feel right so I didn't do it.
