Paid for a rental car but never got the car or my money back

So I found this guy Derek Wilson on Facebook offering cash car rentals. Sounded legit enough so I paid him $646.24 for a vehicle. That was a mistake.

After I sent the money it was just hours of calling and texting back and forth. He kept saying the car was coming or there was a delay. Never got the car. Never got my money back either. He just stopped replying after a while. I don't know what else to do at this point.
