Locksmith quoted one price then charged way more

I called this locksmith company to have my house locks changed out. I got a call from a locksmith who said that he would be there in an hour even though I was trying to set up an appointment for later that week.

He came and quoted me $175 to change the 3 handles and deadbolts and then $25 for labor. After I stated that was fine he then said he only had this one specific door handle and deadbolt on him. I said that was fine. After the work was done somehow the total ended up being $821. I was too nervous to say that was too much.

The next day I tried to call to see if they would take back their locks. They said that was illegal to take them back. I asked for a refund to get to the quoted amount. They said I just heard them wrong and that I was crazy to think that locks could be changed out for $200. Also they stated they would text me a receipt but they never sent one.
