Voicemail about a loan preapproval with no company name

I got a voicemail from someone named Elizabeth Turner. She said she saw I was looking into getting a loan and that now is a good time because Jerome Powell stepped into a different role and Kevin Walsh is taking over at the Federal Reserve. Something about more lenient guidelines and better personal loan terms. She said I have a preapproval for a low fixed rate.

She gave an example of borrowing $30,000 at 5.8% with a payment of $532 a month. Told me to call 866-771-5638. But there was no company name anywhere in the message. No website, no email. Just a name and a number. Felt strange. I never asked about any loan either.
