Charged full price for a dress, no delivery and no help

I ordered a dress from EllisAndParker.com. Right away they charged my card $64.95, but they didn't apply the discount they said I was getting. I've been going back and forth with them for a whole month now and nothing is fixed. Then today I got a notice about a "failed delivery attempt" on April 4th. My husband and I were home the entire day. No one tried to deliver anything.
