Rental ad asking for deposits before I could even see the place

I found a place to rent and scheduled a tour. They said I needed a $100 deposit just for the tour, but it would be refunded after. So I sent it. Then after I sent the money, the guy said I also needed a security deposit to take the apartment off the market and hold it in my name. I told him no, I don't want to secure it until I actually see it first. I want to decide after the tour if I even want it.

Then he changed his story and said the standard is I have to put down a $200 deposit just to see the house, and it would be returned after the tour. That was not on the application form at all. I told him none of this was given to me upfront and I was not interested anymore. He said my $100 deposit could not be returned unless I went to the appointment and paid the other deposits too. The whole thing felt very misleading. Asking for more money before even viewing the place does not seem right.
