Got a fake compliance letter in the mail, then a threatening call

I got this notice in the mail from something called Fake Business Compliance Letter. I looked it up online and everything said it was a scam. Then I got a phone call from a number I didn't know. The person said I needed to complete their report right away or I'd get fined.

I told them I thought it was a scam. They insisted it wasn't and said it was very important. They said I had to mail a payment or they could take it over the phone. I just told them to take me off their list and hung up. The whole thing felt really off.
