Ordered stuff from Frenira and never got it despite tracking saying delivered

I ordered some merchandise from www.frenira.com and they took my money, about 24 dollars. They sent me a confirmation email and a tracking number and said it was delivered but it was never delivered. I have cameras set up outside and I checked them and there was no delivery at the time they said. I also went and asked all my neighbors and nobody got anything for me.

The merchant promised to refund my money but they never did. I emailed them at [email protected] and nothing. No services or merchandise was delivered and no refund. So I am out the 24 bucks.
