Got a text about a debt to the State of Maryland I don't owe

I got a text message from a number I don't know. It said it was from Dontee at Harris & Harris, collecting for the State of Maryland, CCU. It listed a balance of $1,196.91.

The text told me to pay at a link, harriscollect.payweb360.com, or call 855-336-5124. I have no idea what this debt is for. I don't owe the State of Maryland anything. I never signed up for anything with them.

It feels like a scam. I replied STOP to the text, but I shouldn't have gotten this message at all. I don't recognize this company or this debt.
