Text message about updating hardship needs with a link

I got a text from (866) 455-0399. It said “Helping Hands: Action Req. Update Your Hardship Needs Below” with a link to helpinghandsact.com. I never signed up for anything like this.

The text had a bunch of weird stuff in the link like encoded values and an opt out option. It felt strange getting a random message asking me to update hardship needs when I don't even know who these people are. No company name on the text really besides Helping Hands. I didn't click the link.
