Bought clothes from TikTok ad and never got anything

I was scrolling through TikTok and saw this ad for Avenue selling clothes. It said free shipping so I ordered. I got an email with my info and how much I paid and a tracking number.

After a month nothing showed up. I emailed them and they said they would give me a refund but take out the shipping cost. But it was free shipping so that didn't make sense. We went back and forth for a while. I called my credit card company and they said no at first because they couldn't get ahold of the seller. Then they agreed to refund the whole thing.

After that all communication just stopped. No refund, no clothes. Nothing. I'm out $36.31.
