Paid for an order over a month ago and still no tracking number

I ordered from these guys almost a month ago and still nothing. No tracking number, no shipping info, nothing. I emailed them four times now and every time they just say "it just shipped" but won't give me a tracking number.

First they blamed the delay on the Middle East, then they said it was Hantavirus. I keep asking for proof it actually shipped and they just dodge it. They told me straight up they DO NOT OFFER REFUNDS no matter what. Also they don't even list where they're located, their site says "Hydriva does not publicly disclose the specific address or location of its fulfillment warehouses." That should have been a red flag. Lost $54.98.
