Ordered something from an Instagram site, never got it

I saw this item on a website posted on Instagram. It all looked legit, so I paid with my debit card and got an order confirmation email. I waited over a month and nothing came, no contact either.

I finally emailed to complain. They emailed back with a tracking link that said the package was signed for and delivered. It was NOT delivered. I emailed the "company" back about it and haven't heard a thing since. FRUSTRATING.
