Phone call saying I was due a change in my electric bill

Some guy named Jason called me. Said he was with the Public Service Commission and I was due a change in my electric bill charges. Right away he wanted my age and birthday. I didn't give him that.

Then he asked for my social security number. Absolutely no way. I told him I'm with PPL, not whatever he was talking about. And Pennsylvania doesn't even have a Public Service Commission, we have the PUC. Public Utilities Commission.

He gave me that phone number (712) 887-9851 but I can't find it anywhere. We were on the phone maybe ten minutes and then he just hung up on me.
