Instagram ad for a dress that sent me the wrong thing and won’t reply

I was scrolling Instagram and saw an ad for Kelly Dresses. I knew they were dupe dresses but I needed a formal dress so I clicked. The business address said US so I figured it was fine. I bought a dress for 89 dollars.

Then it got processed in China and shipped from there. No option to cancel at any point. When it showed up, they sent me the wrong item. I contacted them right away through the Shop app but they don’t answer at [email protected]. The Shop app doesn’t even have a way to file a dispute. I don’t know how to get my money back.
