Cat toy was poor quality and return shipping to China costs too much

I ordered a cat toy from Lapcatz.com and when it came the quality was just really bad. Like not even worth what I paid for it. So I tried to return it and they told me I would have to ship it to China. That would cost basically the same as the refund amount.

They advertise a "generous 99 day return policy" but the fine print says the buyer pays for shipping even to a foreign country. Who would expect that? Nobody. It feels like they do it on purpose so nobody can actually return anything. I lost 36 dollars on this.
