Got a scary automated call about a notice I never received

I got this automated call. It had my name and some file number, saying it was from my "local department of documents, procedures, and conduct." The message said I didn't respond to a notice they mailed me.

It told me to call 424-224-5279 right away. It said if I didn't, they would hand-deliver documents to my home or job and that would be a failure to comply. It sounded really official and threatening, pressuring me to press one to talk to a live agent.

I never got any notice in the mail from them. The whole thing felt off. I looked up the number and it seems like a scam, but it's unsettling they had my name.
