Ordered two dresses, only got one, and now they won't refund the return

I ordered two dresses from Marchesa Fashion through Instagram. When the package came, there was only one dress inside. They emailed me saying the other one was coming from Hong Kong and was delayed. I told them right away to just refund me for that second dress, and they did.

I sent the first dress back immediately, following their return policy. A month goes by and they email saying they never got it. But my Postal Service receipt showed it was delivered a week after I mailed it. They just kept saying they were "working on it" every time I emailed. There's no phone number, no way to talk to a real person.

After two months, they said they needed another way to send my refund. I gave my Venmo. Then they asked for my bank account and routing number. That's a ludicrous request. I had to file a dispute with my credit card company to finally get my money back.
