Ordered something online and never got it, now they want more money

I bought something from monoraw and never got a confirmation number. I asked them about it and they said check your junk folder. There was nothing there. Then they sent a tracking number. The package tracked as delivered but it was not delivered to me.

Then I got a text saying "POSTAL- OUTLET: PACKAGE ON WAY. ENABLE NOTIFICATION BY RESPONDING 1 REF-ID: (MY PHONE NUMBER)". It sent me to Vm+.expresspost1.com and when I went there they wanted money. They said it wasnt safe to leave the package at my address and wanted money to resend it to a different address.

I keep getting ahold of monoraw again and again and they keep promising to deliver. Then they give me 20% off for my trouble. This has been going on since May this year. I lost $30.
