Ordered clothes from a Nantucket boutique, got cheap items from China instead

I placed an order with Nicole's Coastal Boutique, which presented itself as a small one-woman shop right near the Nantucket shore. The website showed nice linen-looking clothing. What I actually received were cheap products that came directly from China.

The total was over $312. Now they are telling me that to get a refund, I have to pay to ship the items back to China. That doesn't make any sense. The whole thing feels like a scam. I bought from what I thought was a local boutique, not a distributor for Chinese goods.
