Letter saying my elderly relative won $750,000 with no company name

My elderly relative got a letter in the mail saying they won a sweepstakes for $750,000 with no entry required. It said to contact a claims agent named Paul Smurl for payment. They included a check to help with out-of-pocket expenses to enable the payment, like taxes and processing fees.

The letter said the check could be deposited at an ATM or inside a bank branch. Then they said to call the agent right away to start processing the rest of the money. It also said to keep the award letter strictly confidential until the cash prize is processed and put into the account, or else you could face double claims, identity theft, or impersonation.

I looked online and read that if you call, they ask you to send the money from the check back to them, and then the check bounces as fraud. So you lose whatever you sent. No company name was on the letter. The phone number listed was (518) 239-2239.
