Email about a PayPal Manager account I never signed up for

I got an email from Payflow saying "Creation of your PayPal Manager user account." It said something about an Administrator Custom clearance 456 fee and that they created a user account in PayPal Manager for me. The details showed Partner: PayPal, Vendor: EmailVisibleCustomerCareHelpLine 1-803-883-9530, and a password that said to Contact Custom Clearance 456 fee call 803-883-9530 or [email protected]. Role was listed as Accounting. It was signed from "PayPal Payflow Merchant Services Team."

I never asked for any of this. I don't know what a Custom Clearance 456 fee is or why they'd be making me an account. The whole thing feels off. The phone number and email in there don't seem right either. I didn't lose any money but I wanted to report it because it looks like someone is trying to phish people.
