Fake invoice for safety manual I never ordered

Got a letter in the mail saying I owe $295.00 for some safety manual. Never ordered anything like that. The check was supposed to be made out to PO Box 73127 in Washington, DC 20056.

They want me to call (202) 838-0037 or pay online at www.paysafety.org. Also had an email listed as [email protected]. Whole thing feels off. Didn't lose any money because I didn't pay it. Just weird getting a bill for something I never asked for.
