Notice about a parking ticket from an address that doesn't exist

I got this notice in the mail saying I had a parking violation from PRRS. It said the ticket was at 720 Garland Road in Dallas, TX. But that address doesn't even exist. I checked.

The letter had their website prrsparking.com/paymynotice/ and a phone number (877) 302-7275. Also a PO box in Aurora, CO. It felt weird getting a debt collection notice for something that never happened. I didn't pay anything, just wanted to report it.
