Got a fake parking violation letter for an address that doesn't exist

I got a letter in the mail from PRRSParking.com. It says "NOTICE OF NON-COMPLIANCE" and has these grainy video photos of a car with timestamps for "Entry" and "Exit." They claim it was unauthorized parking with no permit.

They want me to pay a $97 fee.

The problem is the location they listed doesn't exist. It says 720 Garland Road, Dallas, TX. There is no such address! I looked it up. There's no parking lot there. And nobody driving this vehicle parked there unauthorized on that date, or ever.

The letter had a QR code and their website and address to send payment to. This whole thing feels completely made up.
