Letter with a check from Publishers Clearing House that seems off

My family member got a letter and a check in the mail. It said it was from Publishers Clearing House US/Canada but the envelope had a Canadian stamp on it. The check was for $9,486.05 and it came from some business in Westmont IL. They said the check was to help pay the IRS fees and processing costs.

The letter told us to call 1-518-239-2239 right away and ask for a claim agent named Paul Smurl. They wanted to talk about how to pay them. There was also another number on there 1-718-880-7599 for Publishers Clearing House sweepstakes. It just felt wrong so we didn't call.
