Ordered stuff online but they keep saying delivered and I never got it

I bought some items from this place and they keep saying it was delivered but I never got anything. When I emailed them about it they said they would resend the package. Then they said that one was delivered too but I still never got it. So now I’m out 28 dollars and nothing to show for it.
