Paid for real estate leads but they were useless and now I can't get my refund

I signed up for real estate lead generation with this company. They kept sending me leads that were completely useless—either they were for people out of state, nowhere near my location, or the clients were actually deceased.

It's been almost two months now that I've been emailing them for a refund, which they agreed to give me. But I still don't have my money back. I've talked to several different staff members about it. Every time, they say they'll call me back, but they only ever respond by text now. They stopped calling as soon as they got my money.
