Ordered pants that never came, then they only offered 70% back

I ordered 6 pairs of pants and shorts from rovixae.com. They said the items were delivered, but I never got them. I contacted the company and they told me they'd send out another shipment. 30 days went by and still nothing. They said again the carrier delivered it.

The tracking number wasn't for USPS, FedEx, DHL, or UPS. When I contacted them again, they said since they were out of the product and suffered a loss, they would only refund me 70% of my purchase, not the full amount. I paid over $10. I want my full money back.
