Ordered products two months ago, still nothing and no refund

I signed up as an affiliate with this supposed new MLM company, Sandy Toes Sips. I bought product back on February 2nd and I still haven't gotten it. Every time I ask, the owner has some excuse for why it hasn't shipped. I emailed to ask where my stuff was or to just refund me, and then some other lady emailed back saying "it's in the next phase of shipping." That was twenty days ago. Now it's been almost two months since I ordered. No products, no refund. It feels like a complete scam. They're still advertising and telling people to place orders on their website.
