Paid for an item that was never delivered, PayPal won't help

I bought something from [email protected]. I got a confirmation saying it was delivered. I have a Ring camera and nothing ever showed up, I can see the whole day. I emailed the seller a bunch of times and never got any reply.

I paid through PayPal, so when the seller wouldn't answer me, I opened a dispute. I sent them pictures showing the delivery confirmation didn't even have a photo or prove it came to my address. A PayPal person even mentioned some address that isn't mine. Now PayPal is refusing to talk to me or give me my money back, just because of some email the seller sent about a delivery. If the seller and the shipping company won't respond to me, what am I supposed to do to get a refund or my item? PayPal just tells me to contact the seller, but they won't help.
