Got a text saying I won money, then they charged me $104

I got a text message saying I won money from the state department. It had a link. I clicked it and it took me to a site that looked official, like the state department. They said I needed to pay a $104 fee to get a PDF form to claim the prize. It seemed real so I paid it.

The money came out of my account. But I never got any form or PDF. Nothing. I tried to contact them through the website but there's no way to. No phone number, no email, nothing. It was just for a PDF and they took $104. The whole thing feels off now. I just want my money back.
