Ordered a dress, got a poor quality item from China instead

I saw their website, thesinclairsisterscalgary.com, and it looked legit so I ordered a dress. I paid $69.95 with free shipping in Canada. It took almost a month to arrive. When I checked the tracking, I saw it was coming from an international location. I contacted them to ask about that, since I thought they were a Canadian company. I never got a straight answer, just excuses for the delay.

The parcel finally showed up and the dress was clearly poor quality. It wasn't what was advertised at all. I contacted them again for a refund, since their website says 100% refund. They told me I'd have to pay to ship it back to their warehouse. But according to their site, the item has to be shipped back to China, which would cost at least $30 U.S. ($41 Canadian). That doesn't make sense for a refund.
