Ordered scotch online, they kept delaying and never shipped anything

I ordered five bottles of scotch from TopshelfWineAndSpirits.com. After over a week with no shipping info, I emailed them. They said one bottle was out of stock and that w[censored]ding up the order. I told them to just refund that one bottle and send the rest. They said okay and even made a UPS label.

Then 22 days go by and it still never shipped. I emailed again. This time they said a *different* bottle was out of stock. At that point I just asked for a full refund. They said they would, but with a 10% cancellation fee. I told them I didn't believe they were a real business anymore. Then they promised to refund the whole amount. Nothing ever came.
