Got a threatening message about being prosecuted for money I don't owe

I got a message on my phone. It said I was going to be prosecuted if I didn't call them back to make payment arrangements. They said it was for outstanding money to Umatilla County.

The number that called was (470) 788-0548. I don't owe any money to Umatilla County. The whole thing felt off. It was just a threatening message out of nowhere asking for payment.
