Got a call about my uncle from a debt collection place

Someone from United Legal called my sister. They were asking for my uncle, who is incapacitated and lives in Hawaii. They said it was a civil matter and that my uncle needed to call them.

I tried calling the number they gave, which is (844) 981-5151. It just didn't go through. I couldn't reach anyone. The address they have is 23403 Broadwell Ave in Torrance, CA. It just felt off, calling about someone who can't even handle his own affairs.
