Got a package of seeds with no note or explanation

I got this random package in the mail. It was just a bunch of seeds, no note, no nothing. I didn't order any seeds. The return address is 70 E Hawthorne Ave in Valley Stream, NY.

I looked it up online and I guess this is some kind of scam. Something about making it look like something was lost in the mail? I don't know. I didn't lose any money because I didn't pay for it, but it's just weird and creepy getting stuff you didn't ask for.
