Ordered something but got a black hair tie in the mail

I ordered something online and the package came through usps. When I opened the soft pack there was nothing inside except a black hair tie. That’s it. No product, no paperwork, just a hair tie.

I don’t know what happened. The address on the return was Valley Stream, NY 11580. I didn’t lose any money yet because I didn’t pay anything extra, but I still feel like this was a scam. Just weird.
