This hotel is making guests sign new weekly contracts to avoid tax laws

I need to report what's happening at this hotel. They are charging guests for weekly stays and making them sign a brand new reservation every single week. They do this to avoid tax exemptions that apply when someone stays for 30 days or more. It's a way to bypass Arizona state law, which says landlord tenant rules start after 14 to 30 consecutive days.

There's one guest in room 247, Richard Morava, who has been there for at least 3 years. Another guest, Irma Palacios, stayed in room 146 for a minimum of a year. They have traveling workers who stay for 6 months to a year or more. Every week these people are charged between $277.10 and $437 and have to sign a new weekly contract. It doesn't make sense. They're just renewing the stay on a new reservation weekly instead of extending it.
