Ordered a shirt that never came but PayPal says seller says I got it

I ordered a shirt and it never showed up. I paid $41.22 for it. I went to my local post office and they looked at the tracking info the company sent and told me it was fake, I never got anything.

I told PayPal about it but they just keep saying the seller "said" I received it. The seller's reply to them looks like it was written by a computer or something, not a real person. I don't know what else to do.
